1 ECCM should not make you immune to a falcon jamming only you. ECCM's purpose is gang-use: The enemy falcon can cause much less damage to your gang if you are fitting one, because if some of the targets he tries to jam have fit these, he gets dramatically less jam cycles, and even if he manages to permajams you (fat chance), you are the only person he jams. To that extent, it works fine by indeed limiting the falcon's power against your gang. This is the reason that some (many) fleetcommanders ask for ECCM on the BS Sniper fits..
2 ECCM should still not make you immune to a falcon jamming only you. But here, you are practically making the falcon ineffective against you. He will still get some cycles off, so what. If you can't kill him if he's solo, you're and idiot. If he's got a gang, your problem is that you're fighting a gang solo. If you DO have a gang, you have effectively protected your whole gang from him, congrats, you'll probably win if the fight was balanced anyway. So yes, ECCM still balances out.
What you people need to understand (waxau stated it earlier, props mate), is that NOTHING should protect you from becoming jammed for a few cycles, and that's as it should be, simply put. It is not **supposed** to, like a shield hardener does not make you immune to guns. You must understand the sacrifice the falcon entails: You bring 500-1000 less dps and 20.000-100.000 less EHP in the fight when you bring a falcon instead of a Τ2-Τ3 battleship (that's about the same cost once you factor insurance and fittings) in order to jam, jam and jam. If a midslot could negate you this easily, it would simply be pointless.
Another misconception- someone earlier effectively said "if the gang fits ECCM, instead of permajamming the whole gang, the falcon will permajam half of them. It is still an effective force multiplier.".
To this end, I will note that you need _around_ two jammers to **effectively** permajam a non-eccm'd target (battlecruiser to battleship-class jammers), effectively meaning that you will STILL miss enough cycles, but not many. The falcon typical fitting is 5 jammers (to fit SB+MWD in the rest). This means that, basically, you can "almost-permajam" two targets and reduce the incoming dps of another. Just about.
Against an ECCM'd gang, you would be happy to take 1 "big" ship completely out of the fight (or jam two of them on-and-off). So where is the "permajam the whole gang"? Is it a gang of two guys? Is it a gang of 5 frigates? What kind of gang is it that it is permajammed by a single falcon? And where is the "effective force multiplier" against the ECCM'd gang? He took ONE ship out of the fight? Well, cudos, he could have brought a combat ship himself! So much for the force multiplier...
